struggling with the iCloud.... Please help me.

Hi. I am about to get rid of my old lap top for a new MacBook. I am trying to send my 1 folder with 40 folders inside of it full of pictures to the iCloud but can't seem to do it from my windows PC. I have 200gb of data on the cloud so space is not the issue. Can I simply transfer the 1 folder over with all of the pictures inside of it??
