I bought a used iphone 5s. I reset it but I got this message saying this iphone is linked with this other apple id which I dont know. What do I need to do so I can use it.
You can't use it. It is locked with an Activation Lock and only the person who put it on (or someone who knows their Apple ID and password) can take it off.

Either contact the previous owner to have the Activation Lock removed, or return it for a refund.
