im trying to sync my contacts through iCloud from my iPad to my iPhone and I have contacts enabled in settings/iCloud on iPad because I found out off the web but it didn't say to have contacts on the iPhone so in order to retreive the contacts to my iPhone do I have to have contacts on or off and how long will it take to sync to the iPhone

You would turn Settings > iCloud > Contacts on in both your iPhone and iPad if you want them to sync. With mine they were synced within a couple of minutes (or less). If that isn't happening, the following may help: Get help using iCloud Contacts - Apple Support
