lost my iPhone in France on holiday now I'm back in the UK

my phone lost its charge so i THINK i forgot it in the hotel. maybe its in France😐

if someone finds it and puts it on the charge can i call it from the uk?

how can i check if find my phone is installed cause i dont know if it is or not?

can i track it with the serial number or something?

does it need to be connected to internet for find my iPhone to work?

if its in the uk:

can i track from the serial number?

what can i do if i lost it in france and the batteries dead?

what can i do if i lost it in the uk and the batteries dead?

what i someone stole my phone but dont know whether its in france or in the uk?

please i know its a lot of questions but i really need it back. its an iPhone 4.
