When we talk about resetting a device here, we mean holding down the Home and Power buttons until the Apple appears, which will reset your device. A restore is when you do erase your device via one of several mechanisms, and then usually restore it using a backup.
You can also reset your device to Factory Settings, but that is an Erase All Content and Settings type of thing.
