Problems updating Adobe Flashplayer, again.

I am trying without success to update my Adobe flash player. I download and open the dmg file, as instructed, and quit Safari, as instructed, but the install icon will not activate. I saw some instructions to follow under System preferences, see below, but I don't see a Flash Player tab on my Macbook Air. Every 2 months or so, I go through the same frustrating process. Why is it so difficult?!

System Preferences > Flash Player > Advanced > Delete All

Press the "Delete All" button.

Download and install this: Adobe Flash Player 17.0.0.188. You may need to uninstall any existing ones first: Uninstall Flash Player | Mac OS. You must be running 10.6 or later.
