Inconsisntent iTunes Radio Stream

I live in China, but have a U.S iTunes Account. Because of this, I have access to iTunes Radio within China. However, the streaming is extremely inconsistent in nature. For example, I'll be able to listen to a couple of songs with no buffering or caching but then every so often a song will be constantly buffering. I usually fix this issue simply by hitting 'Skip' which often (but not always) fixes this issue.

Why is iTunes Radio so inconsistent within China? Is there a way to resolve this issue?

I'm using iTunes on Windows 8.1 and I am not using a VPN.
