Help with contacts on my iphone, computer?

Hello all,

My apple devices keep syncing contact info from years past... hundreds, I went in about a year ago and deleted from iCloud, somehow has reappeared. I need help figuring out how to delete contacts permanently and changing my settings on my devices to keep from duplicate syncing.
