My iPhone shows 36 gigs of Photos on it

I've had my iPhone 6+ for awhile now. In the last few days it started growing my iPhoto storage from a few gigs to 36 gigs. I think I have 50 stored in iCloud but why has it decided to locally store all my Photos and how can I get room back? Here is my storage settings. I'm sure it's my fault.
