Changes on PC (Win8.1) calendar and contacts not appearing on iPhone. OK the other way though.

I have a Windows 8.1 PC and an iPhone 6. Changes on the PC calendar and contacts not appearing on iPhone. Changes on the iPhone do appear OK on the PC. If I make an addition on the iPhone then that appears on the PC and all PC changes that previously were not synching then appear on the iPhone. Any ideas?
