Help with my Ipad Icloud

i have the pasword of my icloud on my ipad ,

but y put many times wrong pasword.

when i remember say the Apple ID Is desactivated, and i cant activated them , i forget the day of birth i put only , but i remember the security questions and my icloud pasword too , what can do.
