Can't Start Profile Manager

Just upgraded to Server 4.

All Services are accessible except Profile Manager.

Selecting the tab, results in a long "spinning wheel" graphic and after a few minutes I get a message:

Error Reading Settings

Service functionality and administration may be affected.

Click Continue to Administer

Code: -1

In the Logs I see

Jun 2 04:01:29 fileserver com.apple.xpc.launchd[1] (com.apple.DeviceManagement.postgres): Service only ran for 0 seconds. Pushing respawn out by 10 seconds.
