Raised case with Apple Support 817821514. Problem identified requiring "netsh winsock reset" to correct corruption in network stack.
Performed Windows Restore to earlier time to re-create problem.
Using SysInternals "Autoruns.exe" was able to check problematic WINSOCK PROVIDER entries.
Once these were cleared ( Registry location HKLM\SYSTEM\CurrentControlSet\services\WinSock2\Parameters\Protocol_Catalog9\Ca talog_Entries ) or using Autoruns.exe problem resolved and was able to sign-in to iCloud using control panel.
Performed reboot and performed sign-off and retested sign-in process without problem.
