No. If you are using iCloud Photo Library and you delete a photo from your phone it will also be deleted from iCloud and from and other devices connected to your iCloud Photo Library. The most you can do to reduce storage on your phone is to go to Settings > Photos & Camera and turn on Optimize Storage. You could also make a suggestion to Apple for more options in using iCloud at https://www.apple.com/feedback/icloud.html
