New photos appear in Photos, but are not available for upload through camera roll.

Iphone 6, IOS 8.3

After taking a new picture, it will show up in Photos, but when trying to upload the picture anywhere (Google+, Instagram, Facebook, etc) the new picture does not show up in Camera Roll, so it cannot be selected to upload.

However, if I go to Photos, message the new picture to myself and then save it, two identical pictures show up in Photos and the recently saved one is now available for upload.

How can I get new photos to show up in Photos immediately and be available for upload without these extra steps?
