I have an iphone 5c and an ipad mini both using iOS 8.3. They do not recognise each other when using Bluetooth. I have tried all the suggestions in forums apart from the hard reset, which I'm loath to do.
Any advice would be appreciated, thank you

They do not connect to each other. This has never been a feature of iPod/ipad/iphone.
The exception is internet tethering, if provided by your carrier.
