App Store says Apple ID is disabled

PPlease don't tell me to go to iCloud. There is no Edit option. I know my Apple ID. It works in iCloud and iTunes, but it doesn't work in apps or App Store. When I try to purchase something in App Store or make an un-app purc, it says my Apple ID is disabled. Before this, it said there was a problem processing payments.
