I just took the plunge and purchased a storage plan on iCloud for my photos. The photos Mac App seems to behave (although Aperture’s photostream doesn’t show up) , but Photos on my iPhone, under ‘All Photos’, only shows pictures taken with the iPhone itself. Any ideas?

Have your turned on Settings > Photos & Camera > iCloud Photo Library (and Optimize iPhone Storage if you want to minimize the space required) on your phone?
Yes I have. I've also repeatedly toggled them on and off.
Settings / iCloud / Photos / iCloud Photo Library. may want to make sure both are on wifi, would take a while.
Still no photos after days on wifi.
I can’t see my iCloud photos on my iPhone.
