How to delete app if no x is on jiggling apps?

What app are you trying to delete?

Pre-Installed Apple Apps cannor de deleted.

If its not a Pre-Installed Apple App, make sure Settings->General->Restrictions->Delete Apps is not turned off. If it is you will need to turn it on.

You have to turn restrictions OFF.

Is Deleting Apps turned On? in other words does the switch show the green background?

If it doesn't you need to turn it on.
