I know someone has already posted a question about Windows 8.1 and TC. I have a Toshiba laptop running 8.1 and the laptop can see the TC but cannot connect to it. Also, I have tried connected the laptop to an AE with the same result. I haven't turned off any settings on the laptop but there has to be something that is preventing the connection like firewall or Norton Antivirus. TC works fine otherwise with other devices and computers.

Load the airport utility for windows.. 5.6.1 and that can help you.
Does it find the AE?
Plug in by ethernet or is that what you mean..

Windows often has issues when connecting to apple routers.. it sees it as foreign and dangerous .. therefore the computer adjusts the location to public.. force it back to home as location.. and slams up the firewalls.. force them back to normal levels or off.
Open a command window and ping the AE by name.. by IP address.. does it respond??

Could you tell us what is the name and the version of Norton program you are using? Have you tried checking by disabling the Norton firewall temporarily?
