I Have bought a 200gb storage. My iPhone says i have got 185gb space. Problem is my iPhone won't let me take any photos, or even update software to IOS 8.3.

also, how do I make sure my photos are backed up in iCloud.

i Have everything set up but can't get past this hurdle.

The ability to take a photo or update the iOS on the device is dependent on the amount of storage available on the device, not the amount of space you have available in iCloud. You need to make sure you have ample space available on the iPhone itself. You can see how much storage capacity you have on the phone itself and how much is available by going to Settings>General>Usage>Storage. You also have the ability to update the iOS by connecting the device to the computer and iTunes.

Someone else will have to answer your question about iCloud and photos. I do not use that myself.
