how do i export icloud contacts into Outlook 2013 on my PC

You have to do that with the iCloud Control Panel. That should be loaded when you install iTunes and iCloud if you are using a Windows device. Go to All Programs and check for a listing for iCloud. Then in that list, there should be a listing iCloud. It will allow you to log into your iCloud account, and you should see Contacts there.
