So, I just got a new iPhone 4S replacement through my insurance and I have already replaced the SIM card from my other phone. It isn't, however, turning on so I can set it up. When I try to plug it into my laptop, the apple logo appears and then disappears and it does this no matter how long I hold the on/off button. What should I do to turn on the phone?

How long did you charge it?
I didn't charge it much but when I plugged it into the wall it turned on and it looks like the battery is good but then it tells me to connect to iTunes
Return it to your insurance company and tell them to send you one that works. It's undoubtedly a refurb, and by refurb, I mean NOT an Apple refurbished phone. Any warranty on it will come through your insurance company.
