Photos don't load from iCloud to my iphone

Photos are loaded on iCloud. I can see them on the MacBook Air, but also on my ipad. For a reason I don't understand, they on't load on to my iphone. I tried to deconnect the iphone from iCloud and reconnect, the photos would still not load from iCloud (I am using Photo and not iphoto anymore)
