voicemail greeting is not playing when calls are missed

iPhone iOS 8.3 64GB

Two iPhones, separate problems on each.

First iPhone, camera doesn't work. I suspect this is a hardware issue but wondered if there might not be a quick fix remotely.

Second iPhone, voicemail greeting is not activating when a call is missed. Phone simply rings out, though a message is loaded, and the standard spiel about a text will resent to you with this number is played back instead.

No fixes, no matter what we've tried.

Would prefer not to take the phones in physically to Apple as there are not stores located nearby.

any help would be greatly appreciated.
