Contact the person or business that sold you the phone. The owner of the iPhone has to unlock it by resetting it to factory settings. Otherwise, there's nothing that you can do unlock it.

The device is locked with an Activation Lock, and unless the person who put the lock on can be contacted to remove that lock, you will never be able to use the device:

If you cannot contact the previous owner, return the device for a refund.
