Hi there, I cannot find my iPhoto library in iCloud.
In my attempts at troubleshooting I see I even have the iPhoto library option missing when I go into iPhoto, Preferences, iCloud. It only shows the Photo Stream and Photo Share options yet it should also have the iPhoto library option.
Any ideas or help would be so appreciated.

There is no option for an iPhoto Library in the Cloud.
Are you sure you're not thinking of the new Photos app?

I have attached a screenshot which shows Apple's help in the background and you can see the iPhoto library option but then on my open tab (the smaller box in the foreground) it doesn't have that option.
Basically what I am trying to do is save all my photos to iCloud.
The window behind is showing you the preferences pane from Photos, the new app, not iPhoto.
That is about iCloud Photo Library - not the iPhoto library - and iCloud Photo library is not a feature of iPhoto - it first appeared for the Mac with OS X 10.10.3 and the new Photos Applications - is is not and probably will not be available with iPhoto

I am on Version 10.10.2 so I assume in order to get the new Photos App I need to upgrade. Is it easy to upgrade and transfer all my existing photos from iPhoto to the new Photos?

Yes - backup first and make sure iphoto is up to date - and it is a good idea to clean up your iPhoto library by launching iPhoto while holding the option and command keys down and repair permissions and then rebuild your database
The download OS X 10.10.3 and install it - Photos is part of 10.10.3 - iPhoto will be removed form the dock but will still be in the applications folder i you need it - it will need to be version 9.6.1
When you launch Photos it will migrate your library library

Remember if you opt to use the iCloud Photo Library you'll have to purchase additional iCloud storage space to accommodate the size of your library. That's done in the System/iCloud preference pane.
