How do I renew my iCloud storage plan?

Hello, I bought 20 GB of additional storage last year. I received an email from Apple saying my payment was declined (I got a new card and forgot to update my account) and I was downgraded to the 5GB. Will my data be restored if I upgrade back to the 20 GB plan or will it start as a blank slate? Is there a "special" way to renew? Than
