Photo System Library for multiple family members on iCloud?

Can I use one Photo System Library for multiple family members and upload it to the iCloud? It seems that by doing this each family member needs to increase the size of their respective iCloud drive. I think this is causing multiple copies of the same Photo System Library to be stored on iCloud. We have our Photo library stored on an external drive so that we can have one common Photo Library for the family. Does anyone have any expense with this or another solution?
