Iphone 6 adds inline pictures as attachments when sending to outlook

IPhone 6 adds inline pictures as attachments when sending to outlook. My Chancellor gets an email from outlook with pictures in the body of the email from our exchange system, when she sends it out, the pictures that were in the body of the email are now attachments. How can she keep the pictures in the body of the email.
