Won't let me sync, only restore? Help!

My old iPhone 6 stopped working, I got it replaced and restored it. Now when I plug it into my pc, it says "welcome to your new iPhone" and will only allow me to restore it or set it up as a new iPhone. I've restored it twice, how do I get it to stop giving me this message and let me sync?
