photos app not syncing to iCloud from phone

I have gotten several notices on my iPhone 5s stating "photos has not synced with iCloud for 40 days please connect phone to wifi etc." my phone is always connected to wifi and plugged in at night. I do have iCloud turned on under the photos settings. any thoughts ?
