Q: Can't open system lock icon

Dear community

I bought a Macbook pro not long ago and I wanted to change some preferences in the system settings but for example when I try to click on System settings -> Security and then try to click on the lock icon it just keeps saying 'accepting' but nothing happens after that.

I really hope that you can help me

You must set a non-empty login password in the Users & Groups preference pane in order to unlock the Security & Privacy pane.

My problem is just that I can't unlock the lock icon. When I get to step 4. Click the lock button if it appears locked; enter the administrator password.
I can't do this because it will keep on saying 'Accepting...', and then nothing happens.
