I just purchased an iPhone 6. My old iPhone has about 800 pictures on it and I don't want to lose them but I also dont want them on my new iPhone. Is there anyway they can just be on iCloud without being on my new iPhone?

No. Apple does not offer any cloud-only storage options. If you have a computer available you might transfer the photos to it. Another option would be to use a 3rd party service such as Flickr or Dropbox. You said that you don't want them on your phone but if you are flexible on that you could turn on Settings > Photos and Camera > Optimize iPhone Storage to reduce the storage space that the 800 photos would occupy on your new phone.
