Hey i just got this off from this person on ebay and he never told me he had a activate code on and i called him back and he said he don't know his icloud for the activate code id there anyway i can past the activate code part. can you please help me i paid to much for the phone
No. There is no way you can ever use that phone if it has Activation Lock enabled. This is a theft deterrent feature of the iPhone. There's a high probability you bought a stolen phone, which is why the seller doesn't know "his" iCloud ID.
He did not steal it but its not the email it the app on my laptop is there anyway u can look up there name and give me the email and password the name is brandon negron or alyssa negron
There is no way for that to happen, you can not use this phone. Return it for a refund.

ok well if apple so good why can't they iphone or track the last it been at before it went dead, are there is away i can go look where my iphone has been at before it went dead ? because that lost mode really dont work i been trying to fing my phone for a year now with icloud and nothing never showed up
Since you bought it on eBay it should be covered by eBay Buyer Protection, and you can contact the seller through eBay. Unless you did an illegal deal, cutting out eBay. The phone is useless to you. There is no way to get around Activation Lock. So either get a refund or throw it away.

I assume this is a different phone you are talking about so far. IF Find my iPhone was enabled on the phone before it was lost, you can track the last location for 24 hours after communications with it were lost. As long as you haven't removed it from your account you can still see it in Find my iPhone by logging in to https://icloud.com/find if it ever connects to the Internet. And if it doesn't connect, it is useless to whoever has it now.

What phone are you talking about? Did you lose a phone in the past 24 hours?
i had a iphone until somebody stole it from me and i was trying to use find my iphone and the address would never pop up on my computer
it would be illegal for apple to do any more then they do tracking customers is illegal in most of the world even if by request of a customer
