This is a user to user forum - you are not talking to Apple here. You will have to take this up with the iTunes Store. Go to https://getsupport.apple.com . Click 'See all products and services', then ' 'iTunes', and then 'iTunes Store', then 'Purchases, Billing & Redemption'.
However if you have just opened an account or changed your credit card you will see a holding charge of a dollar or so - this is just for verification purposes and you won't actually be charged it.
