Thank you for participating in the Apple Support Communities.
It sounds like your iCloud bookmarks are not synced between your iMac and MacBook Air, but they sync between both your Macs and your iOS devices.
It looks like you've found the support article that can help with this situation, Get help using iCloud Bookmarks and Reading List.
Be sure to try all of the steps in the "OS X Mountain Lion or later" section of this article.

If the steps in the article didn't solve it and your bookmarks still don't sync between your Macs, I recommend contacting Apple Support using this page:

Jun 19, 2015 4:31 PM in response to CasaPriceby Eric Root,Clarification question - if your bookmarks are properly shared between your iMac and your iPad/iPhone, the same in other words, and your bookmarks are properly shared between your iPad/iPhone and your Macbook Air, meaning the same, why/how is there a difference between the iMac and the Macbook Air?

However, while the bookmarks/tabs sync correctly on the MacBook Air, they do not on the iMac. I can see the iMac and iPad bookmarks/tabs on the MacBook Air. But I can only see the iPad bookmarks/tabs on the iMac; the ones from the MacBook Air do not appear.
I have gone through the steps to clear and reset the iCloud settings on the the iMac and restarted it as suggested but this has not helped.
