Is verizon certified pre-owned good?

So I currently use an iPhone 4. I am currently interested in upgrading to a 5s because my contract just ran out and i don't want to get a phone that gets outdated in 3 months after i get it like my 4 did. Im kinda tight on cash so i looked at the verizon certified pre-owned 5s. That way i could get the phone and a case for under $100. I just wondering if anyone has had any experience with verizon pre-owned and weather the phones are of quality. I just don't want to have to send the phone back 10 times until i get a working one.
