I am thinking of turning iCloud Drive but am concerned about the use of Photos. I do not want to upload all of my photos to iCloud, there are too many, but I want to use photo stream. Can I turn off the option to store photos but turn on photo stream as I do now with current iCloud

iCloud Drive and iCloud Photo Library are separate. You can enable iCloud Drive for your documents and data in the System Preferences, and that will not enable the use of iCloud Photo Library for the Photos.app.

The Photos.app has separate iCloud settings in "Photos > Preferences > iCloud".

  • Disable iCloud Photo Library
  • Enable My Photo Stream.

These options need to be set in the System Preferences iCloud as well.
