The monitor would seldom flash with a frame from the desktop, otherwise would not synch and keep rotating among input sources.
I tried using all four resolutions in the settings, with and without charging the laptop.

Nope. This monitor works beautifully with a 300USD chromebook, so I guess the problem is with Apple.
I installed SwitchResX and fiddled around with the resolutions. Now it works great.
There is clearly something about the semi-automatic monitor resolution panel by Apple that does not manage edge cases.
Can you share which resolution works via SwitchResX please.
I'm using 1080p60 NTSC now.
But other solutions work as well.
