1920x1080 is not 4:3 - it is 16x9 - 1920x1440 is 4:3 - as is 1440x1080 -

You can make the image 4:3 by cropping or you can make it 1920x1440 by exporting with the maximum dimension of 1920 - but you can not make both 1920x1080 and 4:3 - that is like trying to cut a string to be one yard long and 27 inches long - it is not possible

Note that 1920 X 1080 is an aspect ratio of 1.78 (same as 16 X 9), while 4 X 3 is an aspect ratio of 1.33. So depending on the aspect ratio of the original you will probably have to crop out a part of the photo to get the 4 X 3 aspect ratio, regardless of the dimension you choose in the export dialog.

When you export the images go where you say to put them - part of the export dialogue is telling where to put the photos - typically you would make a new desktop folder and export them there (you can do that during export) but they can go anyplace on disk - they will not be in Photos unless you import them in - exporting takes the photo, applies all edits and copies it to the location you specify which can not be in iPhoto
