I am traveling in Vietnam. Mail does not download my iCloud emails. When I go to get them online, iCloud cannot sent my emails. Help! I'm isolated

I am traveling in Vietnam. As of yesterday, my Mail program stopped loading my emails from iCloud. Before then the entire week, I was receiving iCloud emails. I am receiving other emails (a VN email address). I have accessed the iCloud online to get my emails and I can get onto it so it isn't a connection problem, but my emails are no longer brought up. So I sent my report to Apple. I have Maverick 10.10.3. My 20GB iCloud program was getting full, 17 GB and I was getting notices yesterday so I upgraded to the outrageously higher next option of 200 GB at $3.99/month (vs. $.99/month for 20GB) and have received an email receipt for that…go figure, they can take my money and email me a receipt, but not send my emails! Help!
