You are NOT addressing Apple here, as fact that you were made fully aware of on joining these forums under the terms and conditions that you agreed to.
If the phone is locked, then only the phone company/carrier that the phone is locked to can unlock it for you. You need to contact your cousin and get him to unlock the phone so that you can use it.
