Q: no verification email

i've tried resetting the password, retyping the email address and resending the verification email,with no luck. this is for my mother and so we cannot use her iphone for the purpose intended, i am need help

If the methods described in If you forgot your Apple ID password - Apple Support will not work for her, she should Contact Apple for help with Apple ID account security - Apple Support
