Welcome to Apple Support Communities.
From what I gather, you’re unable to use specific apps on your iPod touch because the device doesn’t support the latest version of iOS or there’s an issue updating the device to the latest version of iOS.
If you have an iPod touch (4th generation), which can be updated to iOS 6.1.6, try installing the latest compatible version of an app as shown here:
Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support
If you have an iPod touch (5th generation), try updating to the current version of iOS as shown in the article linked below.
