iOS 9 requires at least an iPhone 4S; it won't be available for an iPhone 3GS. If it matters, it'll be out sometime this fall(spring for people in the Southern Hemisphere.)

The public beta will be released in July (no specific date given). The developer's beta was released today only to registered developers.
As stated by Neil, iOS 9 requires an iPhone 4S or later, the same as iOS 8. It can't be installed on the iPhone 3GS.
