A: it's cheaper ($25/y)*
*it stores all your music, bought on iTunes or not, in the cloud (the "not" limited to 25k songs), plus synched to all your devices, plus ad-free radio stations - all these features are redundant with Apple Music.
What you get for the extra $10/month is unlimited streaming of the entire Apple music collection, which you can also download to your own personal library.
I really don't need that. But what I REALLY LIKE about iTunes Match is the back-up to my music collection. Last year my MacBook died, and I had to get a new one, and since at that time I DIDN'T have Match, I had to re-load the music from ALL MY CD's to get my old music library back. Very painful. But with Match it's stored in the cloud so that should never be an issue again.

Service. It's primary function is NOT storing your music since
it's already part of the 30 millions songs. If you have a large
music library and decide to ever cancel Apple Music, you will
have no music library in the cloud. But iTunes match stores your
music in the cloud irrespective of what you do with Apple Music.
Two separate services that operate independently.

This provides easy access to your music library from up to 10 devices (and acts as a sort of backup as well). Also Apple Music currently has huge holes is music missing. Try searching Apple Music for The Beatles for example. You can have this music in iTunes Mtatch though if, for example, you transferred it from a CD.
