Q: how do photos that are in smart albums that do not display get transferred

I have many smart albums in iPhoto that did not transfer to Photo. How do I get these photos/albums to transfer and stay together in the group defined by the original album? An example is the smart album I defined in iPhoto as parents which does not transfer to Photos in that grouping.

They do not - typically those smart albums include criteria that does not exist in Photos like event name for example - yu could go back to iPhoto and assign a kew=yword to the photos in those smart albums and then us a smart album for that keyword in Photos

Not all smart albums can be migrated to Photos. You may have used constraints for your smart albums, that cannot be reproduced in in Photos. For example, if your constraints are based on events. Since there are no events in Photos, you will have to recreate these smart albums and then drag them to the folder where you want them. Another example would be constraints based on the star ratings, since Photos has no star ratings and you have to simulate them by keywords.
