when I set up iCloud for photo storage/sync, all of the pictures on my laptop were uploaded to the cloud. Then, my phone proceeded to download them, which has taken all of the storage space on my phone. How do I stop my phone from automatically filling up with pictures that I only want to see on the cloud?

I still want my phone to upload pictures to the cloud, but I do not want it to download them automatically. I want to be able to keep locally the pictures that I take with the phone, and then be able to access those pictures on the cloud from other devices. I do not want my phone to download my entire iCloud photo library. If I turn off iCloud photo library, it just stops the upload process (and the download too I would assume) but I don't see a setting to stop the download.
Go to Settings > iCloud > Photos and switch that to OFF. That will stop transfer of images to the iPhone.
There isn't a setting to perform only one function - it is sync or don't sync.
