Is the Apple Watch capable of playing music and downloaded podcasts from the iPhone through the speaker in the watch, just as telephone calls from the iPhone are played through the watch speaker?

It sounds like you want to use your Watch as a speaker for music playing on your phone. That is not a function that it can do. However you can sync a playlist to your Watch and listen to that through the watch speaker:

I read that the watch speaker was not functional yet for music, and that you must listen to downloaded music via bluetooth headphones paired with the watch. Is that incorrect? At the Apple event it was stated that watch IOS 2 would have the watch speaker functional.

Yes, you can either sync some music from your iPhone to your Watch and listen to that synced music through bluetooth headphones (with or without your iPhone nearby) or as I do, connect the bluetooth headphones to the iPhone itself and use the Music control on the Watch to see what song is playing and control the playing of music (pause, start, stop, FF, etc.)
As far as what new features will come with Watch OS2, no one here can really answer (as none of us work for Apple), but I watched the Keynote address and I don't remember hearing that the Watch's speaker will be capable of playing music. Though I might have missed that, I don't think so.
